A water management system, combining total amount control and quota management, is implemented in China through systems such as water withdrawal management, the most stringent water resources management, and water conservation evaluation. However, in accordance with the dual attribute requirements of support and rigid constraints of water resources in the new development stage, the total quantity control system has the problem of multiple subjects taking water, and the quota management system is too micro and insufficient for covering the products of water users in the actual implementation process of the current water resources management system. Therefore, a multi-layer water management and control index system, integrating the macro layer (county layer), the meso layer (water user layer) and the micro layer (product layer), is established by taking the county as a unit in this study. Dual control indicators are used as macro-layer, water consumption indicators are used as meso-layer, and quota indicators are used as micro-layer control indicators. Then, the methods and models for determining water consumption indicators are proposed. And taking the water users as the control object, the water consumption standard is used as the basis for the comprehensive implementation of the dual control action and the rigid constraint system of water resources. Further, multi-layer water management and control index system is applied in Yongkang City.
