Abstract
Under the multiple constraints of slowing population growth, industrial transformation and the "double carbon" goal, studying the relationship between regional low-carbon economic growth and population, energy and economic structure is of great significance to the sustainable development of regional economy. In this paper, the Malmquist index model was used to measure the efficiency of Total Factor carbon emission Reduction (TFR) in the eastern, middle and western regions. Comparing the TFR at different periods and comprehensively analyzing the industry and energy consumption at the same stage, concluded that it was highly relevant between the TFR and policy environment like the aspects of efficiency, energy and industry development. Based on the time-series data in1990-2020, the causality and regional TFR was analyzed empirically by the index of "population-energy-industry" and the Granger causality test model. Finally, the corresponding policy recommendations from were put forward for the development of regional low-carbon economy.
