Abstract
We describe clutter noise models that involve propagation effect, namely dispersion and frequency dependent attenuation. By way of examples we show that amplitude and phase are highly correlated in contrast to the assumptions used in the derivation of the Rayleigh distribution. We also discuss the formulation of the clutter problem in phase-space.
